"We cannot accept anything below €200 billion" for Horizon Europe, Jan Palmowski says

Jan Palmowski, Secretary General of The Guild, stated that stakeholders could not accept a budget for Horizon Europe 2028-2034, also named FP10, below €200 billion.

In an interview with News Tank on 21/09/2026, Palmowski said: "We cannot accept anything below €200bn." He spoke about an event held on 09/09 by his association, as well as CESAER, Coimbra Group, EUA, EU-LIFE, LERU and YERUN, on this subject and titled "Investing in What Makes Europe Strong: Research and innovation in the next EU budget".

He reported that there was "a consensus in the room that €200bn was the absolute minimum we needed to ask for, given the scale of the challenges ahead".
