"We cannot accept anything below €200 billion" for Horizon Europe, Jan Palmowski says

Jan Palmowski, Secretary General of The Guild, stated that stakeholders could not accept a budget for Horizon Europe 2028-2034, also named FP10, below €200 billion.

In an interview with News Tank on 21/09/2026, Palmowski said: "We cannot accept anything below €200bn." He spoke about an event held on 09/09 by his association, as well as CESAER, Coimbra Group, EUA, EU-LIFE, LERU and YERUN, on this subject and titled "Investing in What Makes Europe Strong: Research and innovation in the next EU budget".

He reported that there was "a consensus in the room that €200bn was the absolute minimum we needed to ask for, given the scale of the challenges ahead".

Palmowski said that during the event, Siegfried Mureşan, the European Parliament’s co-rapporteur on the next Multiannual Financial Framework (MFF) for 2028-2034, insisted that the EU was going through a particular transition and needed to focus on competitiveness for the future. Any area in which the EU invested, including agriculture and cohesion, therefore needed to move beyond business as usual and focus on doing things differently…
