Report highlights institutional imbalance in Erasmus+ governance

A report has stated that there was an institutional imbalance in the governance of the Erasmus+ programme.

Published on 23/09/2026, a European University Foundation (EUF) policy note, “Strengthening Monitoring, Parliamentary Oversight and Stakeholder Inclusion in the Implementation of the Erasmus+ Programme”, found that there was an information asymmetry between the European Commission, the European Parliament and those working on the ground on the programme.

The document also revealed a predominantly ex post nature of parliamentary oversight, as well as the structural separation between technical monitoring and democratic accountability. "Compounding all three is a fourth, cross-cutting weakness: the weak institutionalisation of practice-based evidence from stakeholders and end users. From these, the note derives four concrete governance objectives that structure the policy response", said René A.G. Teunissen, the author, Senior Policy Advisor at Erasmus University Rotterdam and a member of the EUF Steering Committee.
