The problem with Europe's support for research and development is not how much public money it spends, but how that support is structured, according to Paolo Surico, Professor of Economics at London Business School (LBS).

In an exclusive interview with News Tank Academic on 01/10/2026, on the sidelines of the presentation of the European Commission's 2026 Science, Research and Innovation Performance of the EU (SRIP) report, Surico said: "The EU doesn't necessarily need to change the level of funding, but it needs to change the composition".

He compared the EU system with that of its US competitor, saying that the latter was “much better, quicker and more efficient”. Surico explained that the US government invested in basic research, which attracted private investment in R&D.
