The Irish presidency of the Council of the EU will present its negotiating box, the member states’ position on the budget of the Multiannual Financial Framework (MFF) 2028-2034, on 10/10/2026.

The ministers will also hold a policy debate on the MFF 2028-2034 during the General Affairs Council on 13/10/2026.

The Cypriot Presidency presented its first ‘negobox’ on 11/06/2026, setting out figures since the Commission’s proposal in July 2025, cutting 4% for Horizon and Erasmus+ from this proposal.

Since that presentation in June, some Member States, notably the so-called ‘frugal’ countries (Denmark, Germany, the Netherlands, Austria, Finland and Sweden), have deemed the proposed reduction insufficient, calling for cuts greater than 2% across the entire MFF proposed by Cyprus.
